          This is the original statement
          The move to reserve a portion of the development schemes funded by the public exchequer, for minorities, goes against the letter and spirit of the Constitution.

          This sentence is a view of an author… now he says that: move to reserve a portion of scheme that is funded by.. .. means has taken a topic of past and is describing it in present means its present situation.. hence he shares his views that :it goes against…. such sentence can be formed
