In last 3 years I have achieved this ——- it is continuing since these 3 years so will not go in past
last year — like now is 2017, if I talk of any event that happened in 2016, I will say last year. Last year I gave the exam, Last year I started my work…… and so on
Past year — means same last year. like today is 1 sep 2017, If I talk of any event that happened on 1 sep 2016, I can use past year. I started my job past year i.e. on 1 sep 2016
So past year can be replaced by last year, but not vice versa
