One other thing is that individual states in the United states of america have their own personal laws that affect homeowners, which makes it very difficult for the Congress to come up with a different set of rules concerning foreclosures on property owners. The problem is that a state has got own laws and regulations which may have interaction in a negative manner with regards to foreclosure insurance policies.
